Help
  • Manages one or more of the cooperative forestry or national forest system programs that achieve multiple natural resource goals including those of federal, state, and local strategic plans.
  • Maintains liaison with employees of Federal and State governments, local officials, and private organizations or landowners who are affected by, or have a shared interest in, the Forest land management practices and problems in the forest area.
  • Communicates the program mission and vision to diverse audiences through presentations, strategic plans, work plans, and other written and verbal forms of communications.

Qualifications

Basic Requirement - GS-0401:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-11: You must have one-year specialized experience equivalent to the GS-9 in the Federal service. Specialized experience includes one or more of the following: Served as a technical specialist in a cooperative forestry or natural resource management program that achieved multiple natural resource goals including those of state forest action plans, public land and resource management plans and other federal, state, and local strategic plans; Assisted in the administration of grants consistent with applicable direction and policies or managed multiple Federal or State grants as a recipient; Coordinated urban forestry or tree-related projects or programs; Coordinated projects aimed at improving environmental conditions such as access to green spaces or natural resources in urban or rural settings.

OR: Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled);

OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

RPL applicants who meet the basic minimum qualifications and have a rating of at least minimally successful on the most recent performance appraisal.

VEOA applicants who meet the basic minimum qualification requirements and are determined to be among the best qualified. Best qualified is defined as receiving a rating of at least 91 out of a possible 100 based on responses to the occupational questionnaire.
