  • Develop, oversee and coordinate all aspects of the unit’s Minerals Program, including coal, oil and gas, and mineral material operations.
  • Provide professional expert advice and support in the planning, designing, development, implementation, and evaluation of program/project activities.
  • Administer the unit’s Land and Minerals activities to ensure all applicable laws, regulations, policies and lease stipulations are met.
  • Develop, oversee and coordinate all aspects of the unit’s Minerals Program, including coal, oil and gas, and mineral material operations.
  • Develop, oversee and coordinate all aspects of the unit’s Land and Special Use Programs, including land classifications, acquisitions, adjustments, and special use authorizations.
  • Determine permit requirements necessary to protect resources such as air, water, and land quality.
  • Analyze and determine the effects of special use activities on natural resources to prepare environmental assessments.
  • Issue and amend legal documents such as permits, easements, and special use authorizations to ensure compliance.
  • Prepare National Environmental Policy Act (NEPA) decision memos, environmental analyses, impact statements, reports, and related documents for all special use applications.
  • Performs supervisory duties 20% or less of the time.

This is an interdisciplinary position and may be filled in any of the job series listed below.

Basic Requirement for 0401 Series:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.

OR

Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

Basic Requirement for 1301 Series:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-9 level:
Applicants must have one year of specialized experience equivalent to the GS-7 grade level.Specialized experience is defined as performing at least two of the following duties:

  • Assist with overseeing program for land classification, acquisitions, adjustments, easements, special uses and all land related assets;
  • Assist in the district's special use program serving as resource specialist and project lead on projects from proposals, permitting, construction and reclamation;
  • Assist in the development of legal land documents, technical reports, annual accomplishments and other necessary documents associated with Lands and Engineering;
  • Assist in the development, design and management of Lands, Engineering and Special Uses databases including Microsoft Office, Arc Collector, Survey 123, other geospatial applications and internal databases.
OR

Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree, if related.

OR

An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For the GS-11 level:
Applicants must have one year of specialized experience equivalent to the GS-9 grade level. Specialized experience is defined as performing at least two of the following duties:
  • Serve as lead administrator for routine oil and gas and other leasable minerals projects and activities, coordinating with lease operators and federal and state partners for project development, onsite visits, and resource needs;
  • Prepare and issue plans of operations for a variety of minerals projects, and followed up for noncompliance resolution;
  • Complete National Environmental Policy Act (NEPA) analyses for minerals projects and coordinated with other resource managers for specific resource requirements.
OR

Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled).

OR

An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Additional information

Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met.

If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed.


This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
